Better Treatment of Trade Leveling Factors

 

The county typically over-assesses proprietary equipment created in-house for the purpose of demonstration, research or manufacture of other equipment.   To determine value, the county should use variables such as cost, gross profit, markups, etc.  In most cases though, they will simply double the cost of equipment.  This does not take into account mitigating variables such as depreciation and cost of research and development.
